Jiangsu Provincial Development and Reform Commission recently released the notice on strengthening the supervision and management of automobile industry investment projects and risk prevention and control, pointing out the overcapacity of local new energy vehicles, and naming some typical cases. In fact, it is not only Jiangsu Province. As early as November 2020, the national development and Reform Commission issued the notice on the investigation of the production and project of new energy vehicles, requiring the local development and reform commissions to report the investment situation of new energy vehicles, which shows that the relevant national departments have been alert to the problem of overcapacity of new energy vehicles.
In fact, many new industries and industries have experienced the stage of "overheating" or even overcapacity. The author has been engaged in power reporting for a long time, and has witnessed that China's wind power industry has leaped from an unknown industry to a leading position in the world in terms of both quantity and quality. During this period, problems such as "abandoning wind and power", overcapacity, high cost, centralized or distributed development have emerged. It is in the process of solving these problems that China's wind power industry has gradually stabilized. Relevant government departments have successively issued supporting policies, such as strengthening the power grid, strengthening new energy power forecasting, carrying out market-oriented electricity trading, promoting new energy energy distribution and storage, wind, solar, hydro thermal bundling and other measures, which have greatly improved the utilization rate of wind power and effectively alleviated the problem of "abandoning wind and power".
In response, the late former director of the national energy administration, Zhang Guobao, once pointed out that the first is to make the "cake" bigger, the second is to introduce competition, and the third is to implement localization, so that the wind power industry has achieved a blowout development. In other words, by making the "cake" bigger, we can promote large-scale production and dilute costs; through competition, we can achieve high-quality product development; promote localization, drive the development of state-owned enterprises, promote industrial chain coordination, and reduce equipment costs.
It can be seen that new energy vehicles have been written into the government work report for seven consecutive years (in which the word "clean vehicle" was used in 2017), which has strongly promoted the establishment and development of new energy vehicle market. Traditional automobile enterprises such as BAIC and SAIC have accelerated their transformation. New automobile manufacturing forces such as Weilai, ideal and Xiaopeng have entered the market, and technology companies such as Ali, apple and Baidu have also built cars across the border. At the same time, the gradually developing new energy vehicle market has also driven the common development of charging and exchanging equipment such as Telun and Shanghai Putian, battery enterprises such as Ningde times and BYD, as well as many upstream and downstream enterprises of electrolyte, motor, electronic control and other industrial chains. It can be seen that new energy vehicles are really "hot".
Facts have proved that thanks to the policy guidance of the state in recent years, China's new energy vehicle industry has made outstanding achievements. According to the data, the production and sales of new energy vehicles in China ranked the first in the world for six consecutive years; the sales of new energy vehicles in private markets and non restricted cities rose sharply, and new energy vehicles are gradually favored by ordinary consumers. Therefore, to a certain extent, China's new energy vehicle market has initially achieved expectations.
The new stage needs a new orientation. This year's government work report does not mention new energy vehicles separately. It intends to introduce market development into the "tempering" stage, such as "steadily increasing bulk consumption of automobiles and household appliances, abolishing unreasonable restrictions on second-hand car trading, increasing parking lots, charging piles, power stations and other facilities, and speeding up the construction of power battery recycling system", focusing on guiding the development of new energy vehicle market "Accelerate the construction of the national trading market of energy use right and carbon emission right, and improve the dual control system of energy consumption" will promote the expansion of new space for new energy vehicles; "implement the reform of industrial product access system, promote the reform of the whole process of production access and flow management of automobile, electronic and electrical industries" will innovate the business model of new energy vehicles.
Strong grass is known by strong wind, and gold is seen by fire. Whether the industry or enterprise development ultimately depends on the market and consumers. Therefore, only by continuously improving their comprehensive strength and competitiveness can they have exuberant vitality and endure the "tempering" and baptism in the hot new energy vehicle market competition, so as to win a place.
